The Government of Canada has introduced new regulations aimed at modernizing and strengthening the country’s asylum system, with changes designed to make the claims process more efficient while maintaining protection for those who need it.

The new regulations, which came into force on November 3, 2026, are part of the Strengthening Canada’s Immigration System and Borders Act. They introduce a single online application process for all asylum claims, whether submitted inland or at a port of entry.

According to the government, the changes are intended to establish clearer requirements and timelines, reduce unnecessary delays and improve the management of asylum applications.

The reforms come as Canada reports a significant decline in asylum claims. Between January and August 2026, claims fell by 52 per cent compared with the same period in 2025 and by 68 per cent compared with 2024.

Under the new regulations, the government has established timelines for key reviews and introduced specific rules governing the reinstatement of withdrawn claims and claims that have not been abandoned.

The changes also include stronger support for vulnerable asylum claimants, provisions to help individuals with eligible claims access work permits, and exceptions to the new ineligibility rules.

The government says the measures will provide asylum claimants with clearer information about application requirements and deadlines, while helping applications move more efficiently through screening and referral processes.

The changes are also expected to support timely decision-making by the independent Immigration and Refugee Board of Canada, while maintaining access to protection for individuals who need it.
