The Nigerian Communications Commission (NCC) has commenced a public consultation process on a proposal that could allow Nigerians to access designated educational websites and digital learning resources without paying for internet data.

As part of the initiative, the Commission released a consultation document outlining a proposed framework for zero-rated educational services. The plan is designed to support wider access to online learning materials and improve educational opportunities for students and other learners across the country.

According to the NCC, the proposed framework seeks to establish guidelines and eligibility requirements for educational platforms that may qualify for data-free access. If implemented, users would be able to connect to approved learning resources without the usual cost of mobile or internet data.

The telecommunications regulator explained that the consultation paper marks the beginning of a broader engagement process with relevant stakeholders and reflects its commitment to transparent and inclusive policymaking.

To ensure that the framework addresses the needs of the sector, the Commission has invited contributions from telecom operators, educational institutions, technology providers, civil society groups, and members of the public.

The NCC encouraged interested parties to review the proposal and submit recommendations that could help shape a policy aimed at expanding digital education and increasing access to learning resources nationwide.

The initiative is expected to contribute to efforts to bridge educational gaps, enhance digital inclusion, and make online learning more accessible to millions of Nigerians.

According to statement posted by JAMB’s Public Communication Advisor, Fabian Benjamin, that Candidates who participated in the examination can check their results through the Board’s established result-checking channels.

Following the successful conclusion of the mop-up exercise and the release of the results, the Board will commence the ranking of candidates.

Thereafter, the printing of results for admission purposes is expected to begin before the weekend.

BY NKECHI NAECHE-ESEZOBOR—Total gross revenue generated by the federation reached ₦3.184 trillion in April 2026, prompting the Federation Account Allocation Committee (FAAC) to approve the distribution of ₦2.257 trillion to the three tiers of government.

The allocation, cleared during the May FAAC meeting in Abuja, saw the Federal Government receive ₦787.351 billion, the 36 state governments secure ₦772.360 billion, and the 774 local government councils take home ₦540.152 billion. An additional ₦157.254 billion was allocated to oil-producing states as 13 per cent derivation revenue.

Prior to distribution, a total of ₦113.756 billion was deducted from the gross earnings as the cost of collection, while ₦813.839 billion was set aside for transfers, refunds, and savings.

The latest figures highlight a substantial upswing in government revenue performance. Gross statutory revenue climbed to ₦2.378 trillion in April, a ₦678.224 billion increase from the ₦1.699 trillion recorded in March. Similarly, Value Added Tax (VAT) collections grew by ₦142.192 billion, rising to ₦806.617 billion compared to the previous month’s ₦664.425 billion.

The total distributable pool of ₦2.257 trillion was comprised of ₦1.260 trillion in statutory revenue, ₦747.088 billion from VAT, and a ₦250 billion augmentation. Key revenue streams including Companies Income Tax (CIT), Capital Gains Tax (CGT), Stamp Duties, Import Duty, and Oil and Gas Royalties all posted noticeable increases. Conversely, receipts from Petroleum Profit Tax (PPT) and Hydrocarbon Tax (HT) experienced declines.

The disbursement was carried out ahead of the release of finalized allocation breakdown statistics. Explaining the development, Mr. Bawa Mokwa, the spokesman for the Office of the Accountant General of the Federation (OAGF), stated that the funds were distributed early to prevent operational disruptions at the state level while FAAC’s technical team concludes the reconciliation of newly discovered irregularities in the figures.

The OAGF noted that the comprehensive breakdown of the May revenue distribution is expected to be published on Wednesday.

The Joint Admissions and Matriculation Board (JAMB) has fixed Saturday, June 13, 2026, for the conduct of the mop-up Unified Tertiary Matriculation Examination (UTME) for candidates who missed the main examination despite successfully completing biometric clearance.

This was contained in a statement issued by JAMB’s Public Communication Advisor, Fabian Benjamin.

The board explained that the mop-up exercise is specifically for candidates who registered and took part in the 2026 UTME process but were unable to write the examination due to technical glitches and other issues recorded at certain Computer-Based Test centres.

JAMB recalled that the 2026 UTME held from April 23 to April 29, during which some examination centres experienced technical hitches that disrupted the exercise for several candidates.

The examination body further stated that candidates whose results were withheld over alleged examination misconduct, alongside those who encountered biometric verification problems during the exercise, have also been accommodated in the mop-up test.

“The mop-up examination marks the concluding stage of the yearly UTME exercise and provides an avenue to resolve all pending examination issues involving candidates who appeared for the exercise but faced challenges in writing the test,” the statement said.

JAMB advised affected candidates to start printing their Examination Notification Slips from Saturday, June 6, 2026.

The board also urged candidates to acquaint themselves with their designated examination centres and make necessary arrangements ahead of the examination.

It added that the mop-up exercise would serve as the final opportunity for qualified candidates to participate in the 2026 UTME.

President Bola Ahmed Tinubu has appointed Professor Segun Aina as the new Registrar of the Joint Admissions and Matriculation Board (JAMB), succeeding Professor Is-haq Oloyede, whose two-term tenure expires on July 31, 2026.

Professor Aina, who will be 40 in July, is a distinguished academic and systems expert with extensive experience in national examination systems, digital infrastructure, and public-sector institutional reform.

He holds a Bachelor of Engineering in Computer Systems Engineering from the University of Kent, an MSc in Internet Computing and Network Security, and a PhD in Digital Signal Processing, both from Loughborough University, United Kingdom. He has also completed the Senior Management Programme at Lagos Business School.

A Professor of Computer Engineering at Obafemi Awolowo University, Ile-Ife, Aina began his career with JAMB during his National Youth Service, gaining foundational experience in national admissions and data-driven institutional processes. These insights have shaped his ongoing contributions to examination reform and systems optimisation.

With over 15 years of post-graduation experience, Professor Aina operates at the intersection of technology, policy, and institutional transformation, advising federal and state governments on system design, digital transition, and operational reform. At 39, he became one of Nigeria’s youngest Computer Engineering professors and will now make history as JAMB’s youngest registrar.

He has served as a consultant to major examination bodies, including NECO, NABTEB, and various State Ministries of Education, providing expertise on ICT systems, examination integrity, and digital process optimisation.

Professor Aina is a member of several professional bodies, including the Council for the Regulation of Engineering in Nigeria (COREN), the Nigerian Society of Engineers (NSE), the Institute of Electrical and Electronics Engineers (IEEE), and the Institution of Engineering and Technology (IET).

President Tinubu expects Professor Aina to bring to bear his vast experience, knowledge and practical insight into the operations of the Board, to take the critical educational organisation beyond the laudable heights achieved by his predecessor.

BY NECHI NAECHE-ESEZOBOR—The Federal Government has commenced the disbursement of approved outstanding 2025 allowances to beneficiaries of the now terminated Bilateral Education Agreement (BEA) Scholarship Programme in partner countries.

The Federal Ministry of Education wishes to inform the general public, particularly Nigerian scholars under the BEA Scholarship Programme, that the Central Bank of Nigeria (CBN) has successfully remitted the approved funds to Nigerian Embassies and Missions for immediate disbursement to eligible beneficiaries.

The Honourable Minister of Education, Dr. Maruf Tunji Alausa CON, disclosed that the released funds represent 50 percent of the approved outstanding obligations for 2025, while efforts are ongoing to facilitate the release of the balance in due course.

According to the Honourable Minister, the funds have already reached the respective embassy accounts, and the affected embassies are expected to commence immediate payment to eligible scholars. Beneficiaries are therefore advised to monitor their accounts as payments are expected to begin reflecting accordingly.

Dr. Alausa noted that the development reflects the unwavering commitment of Bola Ahmed Tinubu, GCFR, to the welfare, academic progress and wellbeing of Nigerian students abroad, in line with the Renewed Hope Agenda of the present administration.

The Honourable Minister appreciated the patience, understanding and resilience demonstrated by the affected scholars, stressing that the Federal Government remains resolute in ensuring that no Nigerian student pursuing academic excellence under government scholarship schemes is left unsupported.

The Federal Government further reiterates its commitment to fulfilling all legitimate obligations to Nigerian scholars and sustaining policies and interventions that promote access to quality education, student welfare and national development through strategic human capital advancement.

The Federal Government has approved a new policy that removes the requirement for candidates applying to Colleges of Education for education and non-engineering agriculture programmes to sit for the Unified Tertiary Matriculation Examination (UTME).

The announcement was made by the spokesperson of the Joint Admissions and Matriculation Board, Fabian Benjamin, who stated that the decision was part of resolutions reached at the 2026 JAMB Policy Meeting.

The reform is designed to improve access to teacher training and agriculture-related studies, which are seen as key sectors for national development and human capital growth.

Under the new arrangement, applicants to Colleges of Education in the specified fields will no longer be required to take the UTME as part of the admission process.

The policy is scheduled to take effect from the 2027 admission cycle and is expected to expand opportunities for students interested in teaching and agricultural careers.

BY  JAMES  UDOH—The National Universities Commission (NUC) has introduced fresh regulations governing how honorary degrees are granted in Nigerian universities, including a prohibition on awardees adopting the “Dr.” prefix.

According to the commission, this step is intended to address the excessive and careless distribution of such honors while safeguarding the credibility of academic titles. Under the updated policy, only institutions that have successfully produced their first batch of PhD graduates are permitted to award honorary degrees.

The NUC clarified that individuals who receive honorary doctorates are not allowed to place “Dr.” before their names. Instead, they should indicate the honor after their names using proper titles, such as Doctor of Science (Honoris Causa) – D.Sc (H.C). It emphasized that the “Dr.” designation is reserved exclusively for those who have earned doctoral qualifications or are certified medical practitioners.

Additionally, the new directives forbid any monetary demands or expectations from recipients, stressing that such honors must be granted purely on merit and without cost.

To ensure stricter oversight, universities are now restricted to awarding no more than three honorary degrees during each convocation ceremony.

The Joint Admissions and Matriculation Board (JAMB) has promoted four top staff members to director positions as part of efforts to improve its operational effectiveness and service delivery.

The announcement was made by the Registrar, Prof. Is-haq Oloyede, during a formal ceremony in Abuja, where he confirmed that the elevation had been approved by the Minister of Education, Dr. Maruf Olatunji Alausa.

The newly appointed directors are Mrs. Funmilola Fauzziyyah B. Usman, who now heads Information Technology Services; Mr. Abdulsalam Mohammed, appointed Director of Procurement; Mr. Jauro Jamilu, who will oversee the Ilorin Zonal Office; and Mr. Olukayode Dada, now Director of the JAMB Training School in Kaduna.

Speaking at the event, Oloyede congratulated the appointees and urged them to justify the trust placed in them through commitment, discipline, and professionalism.

He emphasized that their new responsibilities require strong integrity and a deeper sense of duty in carrying out their roles.

BY NKECHI NAECHE-ESEZOBOR—The Joint Admissions and Matriculation Board (JAMB) has dismissed as fake a result slip circulating online which claims to show the highest score in the 2026 Unified Tertiary Matriculation Examination (UTME).

In a statement issued by JAMB spokesperson, Dr. Benjamin Fabian, posted via his personal X account, that the board said the purported result, which indicates that a candidate scored 396, was fabricated and did not originate from its system.

“A purported result slip currently being circulated, claiming that a candidate scored 396 in the 2026 UTME, is entirely fake. It is surprising that such a fabrication is being shared by otherwise well-informed Nigerians,” Fabian said.

He explained that UTME results are strictly view-only, noting that the document in circulation appeared on a falsified template.

“Firstly, the Board has clearly stated that UTME results are view-only. The circulated document appears on a fabricated result template, which on its own is sufficient indication that it is not authentic,” he said.

Fabian also pointed out inconsistencies in the registration number displayed on the slip.

“Secondly, the Board’s registration numbers are system-generated and do not follow the pattern ‘20269’ as seen on the fake slip. There are several other inconsistencies that, even at a glance, expose the result as fraudulent,” he added.

The board urged the public to disregard the fake result and rely only on official channels for accurate information, stressing that all UTME results are currently accessible on a view-only basis.
