The Nigerian Navy has called for increased collaboration with the Nigerian Maritime Administration and Safety Agency, NIMASA in the area of hydrography to sustain improved safety of navigation in Nigerian waters.

The Flag Officer Commanding, Western Naval Command (FOC-WNC), Rear Admiral Abdullahi Mustapha, made this call during a familiarization visit to NIMASA Headquarters, where he also acknowledged the gains recorded from NIMASA’s longstanding partnership with the Nigerian Navy.

Rear Admiral Mustapha noted that “the longstanding and unwavering partnership NIMASA has maintained with the Nigerian Navy has culminated in the current tranquility being witnessed within the Nigerian maritime domain, and it is a clear testament to the strength of this partnership.”

The FOC West further stated that enhanced information sharing through the integration of NIMASA’s C4i Centre with the Navy’s Falcon Eye system would significantly improve security within the nation’s maritime domain.

Speaking further, Rear Admiral Mustapha said: “I would like to use this opportunity to commend NIMASA for providing and maintaining platforms under the Deep Blue Project, which are operated by the Nigerian Navy. This has greatly enhanced our operations.”

He added that the two newly acquired hydrographic vessels, with the capability to identify the exact location and size of wrecks, would significantly enhance NIMASA’s operations in wreck removal.

According to him, “Utilizing advanced vessels such as NNS Lana and NNS Ochuzor has undoubtedly contributed to improved safety standards within the maritime sector. It is therefore important that we jointly sustain these standards through deeper collaboration with NIMASA.”

In his response, the DG/CEO NIMASA, Dr. Dayo Mobereola, described the improved security in Nigeria’s territorial waters as the backbone of President Bola Tinubu administration’s economic diversification policy.

According to him, “the maritime sector is at the forefront of President Tinubu’s Renewed Hope Agenda as well as the Federal Government’s economic diversification policy and it is our shared obligation (NIMASA and the Navy) to deliver a safe and secure maritime space for maritime activities to thrive. Accordingly, achieving optimum security levels in our maritime area is the backbone of these aims and is what gives shipping companies the confidence to invest in the sector”.

The NIMASA DG also acknowledged the support of the Honourable Minister of Marine and Blue Economy, His Excellency Adegboyega Oyetola, CON, noting that his unwavering commitment to the development of the Blue Economy sector has continued to yield results.

Headlines: of efforts to ensure full compliance with existing maritime laws and regulations, the Nigerian Maritime Administration and Safety Agency (NIMASA) has commenced special operational enforcement code named “Operation Zero Tolerance for Non-Compliance” in the Nigerian maritime domain.

The directive was issued through a Marine Notice, pursuant to the Agency’s statutory mandate under the NIMASA Act 2007, the Coastal and Inland Shipping (Cabotage) Act 2003, the Merchant Shipping Act 2007, and other applicable regulations.

Under this operation, all Ship/Vessel Owners, Operators, Managers, International and National Oil Companies, Masters and Officers of Merchant Ships, Shipping Companies, Shipping Agents, Charterers, Offshore Installations and Platforms Operators, Vessel Operators at the Free Trade Zones (FTZ), and Maritime Stakeholders operating or intending to operate within Nigerian waters are required to ensure full compliance with statutory requirements.

These include proper vessel registration, valid certifications, updated ownership documentation, adherence to Cabotage provisions relating to vessel ownership, registration, manning, and build.

The notice also emphasized the importance of timely payment and remittance of all statutory levies and fees as prescribed by law.

As part of the enforcement process, NIMASA will conduct random and targeted vessel inspections, verify documentation against its databases, and carry out physical and documentary compliance assessments at ports, terminals, and offshore locations. Operators will also be required to present proof of payment of all applicable levies and fees upon request.

To allow stakeholders the opportunity to regularize their operations, NIMASA has granted a thirty (30) day window from January 5, 2026 for a self-audit and voluntary compliance.

The Agency warned that failure to comply after the expiration of the grace period will attract enforcement actions, including vessel detention, monetary penalties, withdrawal of waivers or operational licences, and denial of port clearance until full compliance is achieved.

The Director General of NIMASA, Dr. Dayo Mobereola has assured all stakeholders of the Agency’s commitment to promoting indigenous shipping development, enhancing maritime safety and security, protecting the marine environment, and ensuring strict compliance with Nigeria’s maritime laws.

“We therefore urge all stakeholders to do their part so that together, we can build on the gains of previous regulatory achievements, which is enhanced safety, a secure maritime environment and sustainable utilization of our marine resources”, the DG added.

The Nigerian Shippers’ Council (NSC), says cargo activities at the Kaduna Inland Dry Port (KIDP) has improved with monthly throughput rising from 200 to 800 containers.

Danjuma Buba, Deputy Director, NSC Kaduna Port Office, said this in an interview with the News Agency of Nigeria (NAN), on Monday in Kaduna.

He attributed the growth to improved coordination with the Kaduna state government and the removal of operational bottlenecks.

Buba said a major challenge to the port’s performance was the delays and interceptions of trucks conveying containers to and from the dry port, but timely intervention led to accelerated access for trucks to deliver and evacuate containers within a specific period.

He noted that the improved access encouraged more businesses and residents to patronise the port, adding that throughput had reached over 800 containers as at November, boosting trade and industrial activities in Kaduna and neighbouring towns.

The director said the state government has demonstrated commitment to the port by investing in the construction of an access road, showing its stake in the facility’s sustainability and growth.

Buba said increased cargo movement had improved revenue generation for both the state and the Federal Government through customs duties and other charges, while also expanding business opportunities and purchasing power within the community.

He urged residents and business owners in Kaduna to fully utilise the port for both imports and exports, stressing that the inland dry port was created primarily to serve their interests.

Buba said the state has abundant exportable commodities such as ginger, sesame seeds and beans, and encouraged exporters to take advantage of the competitive tariffs and incentives provided at the port.

He also called on the state government to complete the second lane of the access road to further ease movement and sustain the growth of port activities.

Similarly, Razak Salami, Port Manager, KIDP, said the facility had recorded remarkable growth in cargo throughput, attributing it to the support of the NSC and collaboration with agencies such as Customs, Standards Organisation of Nigeria (DON), NAFDAC and other sister agencies.

The Nigerian Shippers’ Council (NSC) said it recovered in excess of  N2.59 billion with the help of the Council’s Alternative Dispute Resolution (ADR) in third quarter of 2025.

The Council also said it had saved shippers N175.8 billion and more than $30,000 in the second quarter of 2025 through various complaint resolutions initiated by industry stakeholders.

A look at the council’s Q3 2025 reports shows that the Complaints Unit received 46 complaints across the national maritime supply chain during the period, resolving 26 cases successfully while 20 complaints are in the process of being resolved.

The cases handled during the quarter covered a wide-range of industry concerns, including disputes involving container deposit refunds, demurrage and detention charges, arbitrary billing, cargo damage, missing containers, documentation errors, regulatory delays, and non-delivery of cargo.

The report stressed that the Council’s interventions were being driven by its statutory mandate to ensure fairness in port operations, enhance service delivery, and protect cargo owners and service providers from exploitative practices across the sector.

Through the use of ADR, the Council prevented several disputes from escalating into litigation, saving stakeholders valuable time and financial resources.

The Complaints Unit has continued to submit monthly service delivery reports to the Presidential Enabling Business Environment Council (PEBEC), in line with federal efforts to improve efficiency in Nigeria’s maritime operations.

The Infrastructure Concession Regulatory Commission (ICRC) has expressed commitment to partner the Nigerian Maritime Administration and Safety Agency (NIMASA) for the development of the maritme sector.

This is coming as Dr. Dayo Mobereola, the Director General of NIMASA asserted that adopting the Public Private Partnership (PPP) model is essential for the infrastructural development of Nigeria’s maritime sector.

The Director General, who made this statement while hosting Dr. Jobson Oseodion Ewalefoh, the Director General of ICRC, emphasized the importance of the Commission’s increased involvement in attracting private investors to develop infrastructural capacity in Nigeria’s maritime sector.

Accordingly, Mobereola said; “We appreciate the Management of the ICRC for being responsive. However, you know that the maritime sector is capital intensive and government funds cannot solely put in place the required infrastructure. We need the ICRC to develop PPP based business models that will be attractive to the private sector both from within and outside the country. There is the need to streamline processes by the use of technology, as we will continue to count on the support of ICRC to help drive the Agency’s PPP projects for effective and efficient service delivery to our stakeholders”.

Dr. Jobson Oseodion Ewalefoh, who supported the NIMASA DG’s position, underscored the significance of the maritime sector to Nigeria’s economy. He noted that the PPP model would facilitate increased funding and expertise from the private sector, thereby accelerating the growth and development of the Nigerian maritime sector. Additionally, he stated that the ICRC is prepared to engage with the Agency on its projects and ensure timely execution.

“There is no time to waste; our country needs lots of funding for infrastructure and we need to create an enabling environment for activities to thrive. First, is service delivery, not revenue generation, and people will be willing to pay if they get the right services”, the ICRC boss noted.

The PPP model has proven to be the most viable approach worldwide for driving government policies that promote development and economic growth. As a regulatory agency and Nigeria’s Maritime Administration, NIMASA has consistently embraced collaboration and partnership through the PPP initiative to ensure the growth and development of the maritime sector.

The Comptroller-General of Customs (CGC) Bashir Adewale Adeniyi, took a significant step in strengthening global partnerships by participating in a bilateral meeting with U.S. Customs and Border Protection (CBP) in Washington, D.C.

The meeting focused on reviving the over-decade-old Customs Mutual Assistance Agreement (CMAA) to enhance service delivery through global collaborations and data-driven decision-making to improve national security and effectively combat cross-border crimes.

Adeniyi emphasised that Customs officials have been actively addressing the challenges of cross-border crimes, including drug trafficking, arms smuggling, and money laundering while ensuring national security.

He highlighted the successful interception of illegal items, such as drugs and weapons, at major ports and airports in Nigeria.“Reviving the CMAA will bolster the Nigeria Customs Service’s capacity to protect the nation’s borders and enhance service delivery, paving the way for a more secure and prosperous future for all Nigerians”, he added.

He also stressed the need for increased capacity building to tackle Intellectual Property Rights (IPR) enforcement and opiate issues. “Our efforts at the ports and airports have yielded significant results, but there is still much to be done in capacity building and enforcement,” he said.

Adeniyi underscored the importance of a Center for Advanced Cargo and Passenger Data Analysis to mitigate risks. He pointed out the success of prosecuting wildlife criminals and discussed the need for such a centre to enhance cargo and passenger security.

Additionally, he advocates for an advanced command and control centre to address security concerns. “A dedicated targeting data fusion centre will significantly improve our ability to manage risks and enhance security measures,” Adeniyi explained.

The meeting also covered the challenges of commercial air cargo security and potential partnerships with U.S. government agencies. Adeniyi highlighted the importance of future operations, including CBP’s global targeting advisory directors and their capabilities in information sharing on cargo and passenger sides. “By customising our approaches and collaborating globally, we can address the complexities of air cargo security more effectively,” he remarked.

In his reaction, James Collins, Assistant Commissioner of the Office of International Affairs at U.S. Customs and Border Protection, emphasised data integration, partnerships, and targeted efforts to address transnational criminal groups exploiting seams and boundaries. “Integration of data and international cooperation is crucial in countering transnational threats”.

James Collins also highlighted the importance of collaboration and information sharing in border security and intelligence gathering. He emphasised investing in capacity building, train-the-trainer programs, and targeted training to address gaps in border security. Collins stressed the need for secure channels for sharing intelligence and building partnerships with international organisations to sustain efforts in combating illicit trade and traffic. “Continuous training and secure intelligence sharing are vital to our success in maintaining border security,” Collins noted.

Key action items identified include establishing specific channels for continued intelligence sharing between Nigeria Customs and CBP, exploring operational partnerships between Nigeria Customs units and networks like CBP to coordinate cross-border responses, leveraging INTERPOL programs and collaborating with other West and Central African countries on transnational crimes.

The meeting concluded with a presentation on Artificial Intelligence by Sunil Madhugri from the Office of Information and Technology, U.S. Customs and Border Protection, highlighting the future of technology in enhancing customs operations and security. “Artificial intelligence will play a pivotal role in our strategy to modernise and secure our borders,” Madhugri said.

In a related event, CGC Bashir Adewale Adeniyi visited the Nigerian Embassy in the USA, where he was received by Mr. Rabiu Lawal, Charge d’Affaires a.i, and his team. The CGC appreciated them for their warm reception and their tireless efforts for all the Nigerians in the diaspora.
