Bureau of Public Service Reforms (BPSR) has named Nigerian Communications Commission (NCC), among the top three Ministries, Departments and Agencies (MDAs) of the Federal Government for website performance in 2025,
The ranking, released recently places the telecoms regulator second overall among 235 MDAs whose websites were evaluated in the BPSR 2024/2025 scorecard.
Galaxy Backbone Limited emerged first, while the Nigeria Export Promotion Council (NEPC) secured the third position.
The latest recognition comes barely three weeks after the NCC was named among the top five best-performing Federal Government agencies for 2025 by the Presidential Enabling Business Environment Council (PEBEC), underscoring the Commission’s consistency in leveraging technology to enhance service delivery.
BPSR assessed MDA websites using 14 evaluation criteria, including compliance with the .gov.ng domain, appearance and aesthetics, relevance of content to institutional mandates and government policies, website structure, responsiveness across devices, security, load time, usability, availability, functionality, interactivity, accessibility and capacity building.
The scorecard ranking serves as a key performance index under the National e-Government Masterplan, used to assess Nigeria’s e-government status. The NCC’s recognition reflects its commitment to maintaining a world-class website that supports efficient public service delivery.
Receiving the award on behalf of the Executive Vice Chairman of the NCC, Dr. Aminu Maida, the Executive Commissioner, Technical Services, Mr. Abraham Oshadami, expressed appreciation to the BPSR, describing the honour as an encouragement for the Commission to further strengthen its digital platforms.
He said the award reinforces the NCC’s resolve to leverage its web presence to enhance service delivery to stakeholders in line with the Federal Government’s Ease of Doing Business policy.
Presenting the awards, the Director-General of BPSR, Mr. Dasuki Arabi, commended the top three MDAs for maintaining world-class websites that align with government policy on effective and efficient service delivery. He noted that the 2024/2025 ranking reflects collective efforts by public institutions to promote transparency, accountability and openness in governance while aligning with global best practices.
Arabi explained that the annual scorecard, introduced about six years ago, has encouraged more MDAs to embrace public service reforms and align with the Renewed Hope agenda of President Bola Ahmed Tinubu, aimed at improving governance and service delivery.
He added that the adoption of technology for public service delivery has become increasingly critical in the wake of the COVID-19 pandemic, which reshaped global socio-economic systems and underscored the need for competitiveness, cost-effectiveness and agile governance.
According to the BPSR Director-General, the scorecard exercise is part of the agency’s broader reform mandate to research implementation efforts, showcase best practices across the public service, improve access to government information, facilitate seamless transactions, curb corruption and enhance citizens’ access to government services.
He further disclosed that the ranking process involved a rigorous evaluation by an inter-ministerial jury, with outcomes subjected to quality assurance mechanisms to ensure accuracy and credibility.
