Nigeria Targets Next-Generation Broadband as NCC Publishes Key Draft Spectrum Policies

The Nigerian Communications Commission (NCC) has released two key draft regulatory documents intended to guide the evolution of Nigeria’s communications sector over the next five years and fast-track the rollout of ultra-high-speed wireless services.

In a public notice issued pursuant to its mandate under the Nigerian Communications Act (NCA) 2003, the Commission announced the publication of a Draft 5-Year Spectrum Roadmap (2025–2030) and Draft Guidelines for the Use of the 60 GHz License-Exempt Band for Multi-Gigabit Wireless Systems. Both documents are available on the Commission’s website for public review.

According to the NCC, the Draft Spectrum Roadmap (2025–2030) sets out its strategic plan for spectrum planning, allocation, and management over the period. The roadmap aims to promote efficient spectrum use, support emerging technologies, expand broadband access, and align Nigeria’s spectrum policies with international best practices.

The second document, the Draft Guidelines for the Use of the 60 GHz License-Exempt Band for Multi-Gigabit Wireless Systems, establishes a regulatory framework for deploying high-capacity, short-range wireless technologies. The 60 GHz band, capable of delivering multi-gigabit speeds, is expected to enable next-generation applications including dense urban broadband, fixed wireless access, enterprise networks, and backhaul services.

In line with Section 58 of the NCA 2003, the Commission has invited stakeholders—such as operators, equipment manufacturers, consumer groups, and the general public—to review the draft documents and submit comments and recommendations.

The NCC noted that all submissions must be received by Friday, January 16, 2025, and should be sent electronically to ygibrahim@ncc.gov.ng, yabdulkadir@ncc.gov.ng, and jdavid@ncc.gov.ng.

The notice, dated December 19, 2025, was signed by Mrs. Nnenna Ukoha, Head of the Public Affairs Department of the Nigerian Communications Commission. The Commission emphasized that stakeholder feedback will be vital in refining the frameworks to ensure Nigeria’s spectrum policy supports innovation, investment, competition, and sustainable growth in the communications sector.
