In a statement released on Wednesday, the European Union said the funds are intended to support vulnerable populations across the region as ongoing conflict and climate-related challenges continue to worsen living conditions, especially in North-West Nigeria and the wider Lake Chad Basin.

Under the allocation plan, €75 million will go to the Central Sahel, over €16.6 million to Cameroon, €22 million to the Central African Republic, more than €72 million to Chad, €4.8 million to Mauritania, €33 million to Nigeria, and over €6 million to coastal states. An additional €6.4 million is earmarked for regional-level interventions.

Commissioner for Equality, Preparedness and Crisis Management, Hadja Lahbib, said West and Central Africa are grappling with overlapping humanitarian emergencies driven by insecurity, poverty, hunger, political instability, and climate impacts.

She said: “Last year in Chad, I witnessed the human toll firsthand—families who fled with nothing but what they could carry, having lost their homes and livelihoods.”

“For millions, humanitarian assistance means survival—food, clean water, healthcare, shelter, and access to education. The European Union remains committed to standing with those in crisis as a dependable humanitarian partner, saving lives and restoring hope.”

The EU noted that the region continues to face complex and interconnected crises, with conflict as the main driver, worsened by climate change and challenges linked to governance, population pressures, and access to resources.

It added that the worst-affected areas include the Central Sahel and Lake Chad regions, where insecurity has spilled into coastal countries, triggering large-scale displacement both within and across borders.

The statement also highlighted ongoing crises in North-West Nigeria, North-West and South-West Cameroon, and the Central African Republic, alongside the impact of the Sudan conflict on eastern Chad’s already fragile humanitarian situation.

Speaking at a food security panel at the ongoing World Economic Forum in Davos, Switzerland, Shettima said the Federal Government has adopted a holistic, multi-dimensional approach to food security, positioning it as a strategic pillar for economic stability, effective governance, and regional cohesion.

He noted that the Tinubu administration has commenced wide-ranging agricultural reforms aimed at protecting the country from global supply shocks while revitalising productivity across key food-producing regions.

The Vice President expressed optimism that the Renewed Hope Agenda would accelerate climate adaptation from pilot projects to full-scale implementation and significantly boost intra-African trade beyond current levels.

Governor Sanwo-Olu spoke during a courtesy visit by the Ambassador of Bulgaria to Nigeria, Mr Yanko V. Yordanov, at the Lagos House, Ikeja.

The Governor said Lagos, a former capital of Nigeria, has a long history with Bulgaria, and the State Government will advance conversation to improve the mutually beneficial relationship.

“We know that agriculture and food security are very critical to every country right now. We have seen a lot of global disruption; there have been a lot of logistic nightmares in Europe and other parts of the world. So, we all need to be able to think outside of the box on how we can efficiently utilise our input and expected output from our food security initiatives.

“We have a massive logistics hub that we are building that we believe will help to safely keep Lagos on the map of regions and cities that are not just paying lip service to food security. Let us see how we can further develop the partnership between Bulgaria and Lagos on agriculture,” he said.

Governor Sanwo-Olu, who expressed his administration’s commitment to providing an enabling business environment and ease of business for any country willing to invest in Lagos State, said the State Government is ready to advance conversation in business, trade and investment.

He also promised to support the Nigerian-Bulgarian Business Council when it becomes fully operational. “The Nigerian-Bulgarian Business Council is long overdue, and it is something that we will love to support and encourage whenever that Council is given life. We will always want to support and encourage such a business council.

“There are things we can develop further. I am hoping that your tenure and time as the Bulgarian Ambassador to Nigeria will further deepen the relationship between the two countries, and it will grow on a mutually beneficial basis,” the Governor said.

Speaking earlier, the Ambassador of Bulgaria to Nigeria, Mr. Yanko V. Yordanov, said his country is interested in engaging and seeking partnership with Lagos for more cooperation, noting that Bulgaria is willing to partner with Lagos on agriculture and food security.

He said Bulgaria, which already had a good relationship with Lagos State, is willing to deepen investments in trade and development, football, aviation, cosmetics, and many other projects.

“We are making very good progress in establishing the Nigerian-Bulgarian Business Council that would be headed by a renowned Lagosian, and there would be a reciprocal organisation in Bulgaria, which will be the Nigerian-Bulgarian Business Council. We can also focus further on agriculture and security. We are interested in establishing bigger cooperation with Lagos State,” he said.

The committee comprises the Governor as the chairman; Commissioner for Agriculture and Rural Development Oluwatoyosi Adebayo Thomas; Commissioner for Local Government, Community Development and Chieftaincy Affairs; state coordinator of the federal ministry of agriculture; NAGS-AP State Focal Person; representative of the River Basin Development Authority (RBDA); representative of the State ADPs; representative of ICT Providers servicing the state; representatives of relevant commodity associations — AFAN, Maize Cassava, Soybean, rice; bank of agriculture; Nigeria Incentive-based Risk Sharing System for Agricultural Lending (NIRSAL Plc); and representative of the state traditional council and Etsu Tsaragi Alhaji Aliyu Kpotwa Abdullahi.

The committee is to develop strategies, policies and initiatives to address food security challenges and promote sustainable agricultural practices, among other things.

Inaugurating the committee on Monday morning, the Governor said its members are charged with the responsibility of ensuring that every citizen in the state has access to safe, nutritious, and affordable food.

“As we embark on this journey, we must acknowledge the challenges ahead. Climate change, population growth, and economic instability threaten to disrupt food production and access. Yet we must remain steadfast in our commitment to overcoming these obstacles.

We’ll focus on supporting smallholder farmers, empowering rural communities, and leveraging innovation and technology,” he said.

“I urge each committee member to approach their role with dedication and compassion. Our success will be measured not so much by the policies we formulate but by the tangible impact we have on the lives of our fellow citizens.

“Let us work together, drawing upon our collective expertise, network, and experience to develop solutions that address the root causes of food insecurity in our state.”

Adebayo-Thomas, for her part, said the committee has its work cut out for it and would work round the clock to achieve the objective of making Kwara self-sufficient in food.

Managing Director of Lower Niger RBDA Dr. Adeniyi Saheed Aremu said it is important for Nigeria to feed itself, asking the committee to remain committed to its terms of reference.

The Etsu Tsaragi also commended the Governor for setting up the committee, calling for effective collaboration with all the commodities’ associations in the important task.
