‪Office of the Head of Civil Service‬ ‪ Denies Approving Allowance for Labour Unions‬

BY NKECHI NAECHE-ESEZOBOR—The Office of the Head of the Civil Service of the Federation (OHCSF), on Thursday clarified that it neither approved nor officially communicated the controversial allowance to the Joint National Public Service Negotiating Council (JNPSNC) or any labour union.

According to the Office, the statutory responsibility for issuing and communicating such circulars lies solely with the National Salaries, Incomes and Wages Commission (NSIWC), which issued the circular in question on April 23, 2026.

In a statement signed by the Director of Press and Public Relations, Eno Olotu, the OHCSF explained that the meeting convened by the Head of the Civil Service of the Federation on Tuesday, May 12, 2026, was purely interventionist and conciliatory.

The meeting, the statement noted, was aimed at facilitating dialogue between organised labour under its jurisdiction and the NSIWC to promote mutual understanding and prevent any breakdown in labour relations within the Federal Civil Service.

The OHCSF reaffirmed its commitment to peaceful labour relations and sustained collaboration with stakeholders to ensure continued industrial harmony in the Federal Civil Service.
