Morocco:Govt works on compulsory health and pension schemes for professionals

The government has approved a decree setting out a list of professions in the healthcare field, which will be covered in the first phase of the compulsory basic health insurance scheme and which will be included in a pension system for professionals, the self employed and non-wage earning individuals working in the private sector.

The total number of people involved is estimated at 10m, according to local media reports.

Physicians, dentists, biologists, pharmacists, nursing professionals, ‘midwives’, dressage, rehabilitation and occupational rehabilitation professionals, and psychologists, but not psychiatrists, etc will be subject to the regulations.

In addition to the healthcare professions, the regulation also covers legal and judicial professions, self-employed persons in financial, accounting and insurance activities, self-employed persons in professions related to construction and public works, self-employed persons in the areas of expertise, auditing and consulting, and self-employed persons in the transport field.

These categories have been chosen primarily because of the professional associations that facilitate their integration into the insurance and pension systems; while the government will find it difficult for other professions that lack the self-regulatory framework to facilitate their participation.

In order to implement the health insurance and pension requirements, related government sectors are required to lhold a series of consultative meetings with representatives of professional regulators in order to reach agreement on the final detailed procedures for the commencement of the schemes.
